Chelsea Small Business Needs Assistance Program​

The City Council of Chelsea has established the Small Business Needs Assistance Program to support and stabilize small businesses harmed by COVID-19 as an emergency measure. Grants can be used to cover fixed and variable operational expenses including rent, utilities, payroll, debt, and insurance.

This program will help Chelsea small businesses bridge this transitional period and ensure that Chelsea continues to have a thriving small business community that continues to offer important goods and services, employ local residents, generate municipal revenues, and serve the needs of the population of Chelsea.

Types of grants

The Program will be primarily structured as two-year, zero-interest, forgivable loans. The Program is divided into two lines of funding:

    1. The Restaurant Recovery Fund. This fund will be available to restaurants, bakeries, cafes, and eateries.
    2. The Small Business Relief Fund. This fund is a broadly designated pool of funds for which all business sectors may qualify, except for those qualifying for the Restaurant Recovery Fund. This condition may be waived if all Restaurant Recovery Fund financing is depleted.

Under this program, qualifying small businesses may be eligible for up to $20,000.

Business Eligibility

For the purpose of this Program, a qualified small business is defined as an existing enterprise with fewer than fifty (<50) employees that lacks the financial resources to reopen or sustainably maintain operations, due to the impacts of the Covid-19 pandemic. Priority will be given for minority, woman, and veteran owned enterprises, as well as small businesses at impending risk of displacement.
